Operations Manager

Description

The Spring Island Trust is seeking someone with excellent interpersonal skills as well as technological and organizational ability, to serve as our Operations Manager. The Operations Manager position is a full-time, salaried, exempt position which will manage, oversee, and coordinate all administrative and some financial functions of the organization as well as growing and maintaining relationships with stakeholders (in our case, our staff, Spring Island Members, and donors). This position involves a diversity of tasks on the island, and the successful applicant will need to impress us with their ability to maintain progress on many efforts at once. In return, you’ll join a team of professionals who are incredibly devoted to the work of the Trust, and to maintaining everything that makes Spring Island so special.

About the Spring Island Trust

Spring Island is a 3,000-acre sea island located within the Port Royal Sound, in the picturesque Lowcountry of South Carolina, near the town of Beaufort. It has a diversity of habitats ranging from maritime forests to fire-managed pine savannas, as well as early successional fields, and is surrounded by an additional 3,000 acres of tidal marsh. Within this mix of habitat nestles a low-density residential community of approximately 350 homes dispersed throughout the island. These homeowners are the Members of the Trust and are our principal financial supporters. The Trust manages 1,100 acres of nature preserves on the island, and educates Members through our nature center.

The Trust was established in 1990 and is a 501(c)3 non-profit organization. Its mission is to preserve and protect Spring Island’s environment and cultural history, and to provide education, expertise, and leadership in the conservation of natural resources throughout the Lowcountry. See www.springislandtrust.org for more information.

The Trust team is made up of seven full-time employees and one part-time employee; the organization’s activities are collaborative in nature, and the successful applicant will work closely with the entire team.

The position is based out of our nature center on Spring Island, and serves as a first point of contact for many of our Members, including answering questions about the natural and cultural history of the island. LOCATION:
Lassen National Forest is a total of 1.2 million acres or 1,875 square miles. It lies within seven counties; Lassen, Shasta, Tehama, Butte, Plumas, Siskiyou, and Modoc.

The lands that make up the Lassen National Forest were home to many Native Americans long before recorded history, and these peoples still live and work in the surrounding areas. They were removed from their traditional homelands starting in the mid-1800s, and remained largely homeless until a series of appropriations were passed between 1906 and 1910 that provided funds to purchase small tracts of land in central and northern California for landless Indians of those areas, resulting in the Rancheria System in California. These Rancherias did not maintain the integrity of the existing tribes, and instead put any Native Americans in a geographic area together, regardless of their tribal identity. Many of these Rancherias still exist in the form of both federally and non- federally recognized tribes, and include the Greenville Rancheria, Mechoopda Indian Tribe of Chico Rancheria, Pit River Tribe, Redding Rancheria, Susanville Indian Rancheria, Reno Sparks Indian Colony, Washoe Tribe of California and Nevada, Mooretown Rancheria, Maidu Summit Consortium and Conservancy, Tasmam Koyom Foundation, the Paskenta Band of Nomlaki Indians, and the Hanylekim/Honey Lake Maidu. These Rancherias typically are made up of members of multiple tribes, including but not limited to: The 11 autonomous bands of the Pit River Tribe, the Northern, Central, and Southern Yana, Maidu, Paiute, Washoe, Wintu, Shoshone, and the Nomlaki. The Yahi Yana were also once present on Lassen National Forest lands, but the last surviving member of that tribe - Ishi - died in 1916.

It is an area of great variety, greeting visitors and residents alike with a wide array of recreational opportunities and adventures. Fishing, hunting, camping, hiking, bicycling, boating, snowmobiling, cross-country skiing, and just exploring and learning about nature are among the many popular pastimes.

Within the Lassen National Forest you can explore a lava tube or the land of Ishi, the last survivor of the Yahi Yana Native American tribe; watch pronghorn antelope glide across sage flats or an osprey snatch fish from lake waters; drive four-wheel trails into high granite country appointed with sapphire lakes or discover spring wildflowers on foot.

CONTRACT TIMELINE:
Start and end dates may vary according to local conditions and individual projects: Tentatively June-November.
Projects are weather dependent and there is always a chance the season will end earlier if weather prevents safe field operations.

COMPENSATION & BENEFITS:

  • Wage: $30/hour with overtime at 1.5x hourly rate. Full time, 40 hours per week;
  • Health, Dental, Vision Insurance premiums 100% paid by GBI. Available on the first day of the month following the start of employment;

Description
*Applications will be reviewed on a rolling-basis.

USDA Forest Service Office/Lab and Location: A fellowship opportunity is available with the US Department of Agriculture (USDA) Forest Service (FS) within the Rocky Mountain Research Station (RMRS) located in Missoula, Montana.

At the heart of the USDA Forest Service's mission is their purpose. Everything they do is intended to help sustain forests and grasslands for present and future generations. Why? Because their stewardship work supports nature in sustaining life. This is the purpose that drives the agency’s mission and motivates their work across the agency. It’s been there from the agency’s very beginning, and it still drives them. To advance the mission and serve their purpose, the USDA Forest Service balances the short and long-term needs of people and nature by: working in collaboration with communities and our partners; providing access to resources and experiences that promote economic, ecological, and social vitality; connecting people to the land and one another; and delivering world-class science, technology and land management.

Research Project: Making informed decisions in wildfire management is critical to protect human life and infrastructure.  Over the past seven years, the Potential Control Location Suitability model has been adopted by incident command teams as an important situational awareness tool that can be used to weigh strategic tradeoffs and help inform where the best opportunities and greatest challenges for containing a wildfire are likely to be.  In its current state the model is produced annually at a coverage of the western United States and is available prior to the onset of fire season.  As such, the model does not incorporate the variability in control opportunities and challenges that evolve over the course of a fire event.  The model is helpful to determine where control opportunities exist but not when and under what conditions they are likely to be useful.  For this reason, we have assembled a research team to explore new methods and new data that will improve foundational fuel structure and flammability information that will allow the model to adapt to changing conditions and dramatically improve its utility to support tactical decision making on large wildfires.

Opportunity Details: ALS (aerial laser scanning) is known for its use in capturing widespread forest inventory information with high accuracy. This information is useful to land managers in many different contexts, including fuels management for wildfire risk-assessment. However, ALS can be very expensive, especially when needing landscape scale areas flown. Some agencies, like Washington Department of Natural Resources (WDNR), are building an ALS inventory on a set multi-year interval. This provides an opportunity to monitor changing fuels. However, wildfire burn scars are known to alter fuel structure and flammability; and burn scars potentially useful for strategic fire containment occur at a rate much faster than ALS scans.

This research will address the gap between ALS inventory scans and burn scar formation through field plot-based Terrestrial LiDAR Scans (TLS) taken within recent burn scars (1-4 years post-fire). Sampling across a range of pre-fire forest vegetation-types and post-fire burn severity measurements will enable production of high-resolution surface and canopy fire behavior fuel models that can be used to update post-fire fuel estimates across the study area.

ORISE Fellow Activities:

  1. Develop a field-based sampling protocol to sample surface and canopy fuel conditions within recent burn scars on the Okanogan-Wenatchee National Forest.
  2. Be a part of TLS-based data collection over the summer of 2025.
  3. Collaborate with USDA-FS and University partners to identify, collect, develop, or improve upon surface and canopy fire behavior fuel model datasets that can be used in a dynamic PCL Model.
  4. Explore modeling approaches, data structures, and techniques to assist with modeling efforts
  5. Develop methods to assess model accuracy, scalability, and utility for use in wildland fire decision making.
    1. Model sensitivity analysis and testing on independent data
    2. Development of automated scripts to streamline production and scalability
    3. Collect feedback for fire managers and decision makers on model performance and ease of use.
Learning Objectives: The candidate will gain valuable experience developing field sampling protocols, determining representative sampling sites, and learning about leading a field crew to execute the sampling plan.  As part of this research the candidate will learn protocols for field-based TLS systems, data collection and processing, archiving, and modeled integration with aerial LiDAR systems. Additionally, the candidate will learn techniques to integrate multiple data sources through machine learning and regression modeling to predict post-fire landscape attributes from field-based and remotely sensed vegetation and fuel structure metrics. The candidate will have an opportunity to be a part of publication of this research and to engage directly with other team members to integrate field-based model outputs into the larger fire containment modeling framework.

The candidate will collaborate with researchers to develop and test modelling methods, data quality, model sensitivity, accuracy, and stability, and to develop workflows and scripting to improve model scalability.

Mentor: The mentor for this opportunity is Kit O'Connor (christopher.d.oconnor@usda.gov). If you have questions about the nature of the research, please contact the mentor.
